Small business owners rely on infrastructure to move their products and people. According to a recent member ballot, 90% of NFIB members believe that Congress should lift regulatory burdens to reduce transportation costs of goods for small businesses.
NFIB members also oppose one-size-fits-all mandates in this sector. NFIB supported H.J. Res 88 in the 119th Congress, which was signed into law June 12, 2025. Prior to the passage of this bill, California’s waiver authority under the Clean Air Act enabled the state to impose a de facto electric vehicle (EV) mandate that extended beyond its borders, impacting millions of small businesses across the country. If it had not been stopped, 100% of all new vehicle sales would have been required to be zero-emissions by 2035 in over a dozen states across the country.
