CARB Scoping Plan Approved
- The big news closing out the year was the California Air Resources Board’s approval of its 2022 Scoping Plan, “a world-leading roadmap to address climate change that cuts greenhouse gas emissions by 85% and achieves carbon neutrality in 2045,” according to the CARB website.
- As previous Main Street Minutes have been forewarning, the plan leaves no segment of the California economy untouched either directly or indirectly. The 297-page plan is now law, untouchable by the Legislature and with the full support of Gov. Gavin Newsom who ordered CARB to speed things up.
- NFIB California will closely monitor how things shake out with this historic regulation. It had communicated its concerns on this special webpage earlier this year. NFIB California State Director John Kabateck also met with CARB’s top leaders to convey those concerns.
- Nidhi Kalra of the Rand Corporation details some of the Scoping Plan’s flaws in a guest editorial in the Los Angeles Times.
Latest NFIB California Podcast: New Laws for 2023
- Ben Ebbink, one of California’s premier labor and employment law experts, singles out four laws that small-business owners should be especially aware of that are taking effect in 2023. Click here to listen to the podcast.
- Last week’s Main Street Minute also had this list of other new laws taking effect January 1. The Sacramento Bee also released its list of the handful of bills of importance.
Felony Theft Redux
- From a Politico California story on bills expected to make a return engagement in the new session of the Legislature:
- “— Whither Prop 47? Once again, a moderate-on-crime Democrat is pushing lowering the felony theft bar from its current $950 level to $400.”
For Your Amusement
- Riverside, California, has gone to the dogs. When a gourmet restaurant for dogs, offering a $75 tasting menu, recently opened in San Francisco, locals there thought it was indicative of having the highest dog ownership per capita in the nation. Not so and not close, according to the U.S. Census Bureau. Riverside has the highest percentage of dog ownership in the nation. San Francisco came in ninth.
- The Census Bureau would also like you to know that “Households in homes with a sagging roof were about 3.88 times more likely to report a roach sighting than those in homes without a sagging roof.”
- Why does the Census Bureau research such things? Because it has the money.
