Governor Says Agencies Can Waive Regulations in Dealing with COVID-19

Date: March 18, 2020

Gov. Henry McMaster, who declared a state of emergency on March 13, on Tuesday delayed state taxes until June 1 and issued an executive order allowing state agencies to waive any state regulation that hinders their ability to address the COVID-19 crisis.

The order also:

• Closes restaurant dining rooms in the state but allows eateries to fill orders for pick-up, take-out or delivery through March 31.

• Prohibits public meetings or events with 50 people or more at government facilities through March 31. The exceptions are “essential or emergency meetings of state or local government bodies or gatherings of government officials or employees or other personnel that may be required in connection with the performance of emergency or essential government functions.”

• Allows the state Adjutant General to oversee efforts between the National Guard and healthcare providers to “the evolving public health threat posed by COVID-19.”
