Pennsylvania December 2025 Legislative Update

An update on the General Assembly & latest NFIB action alerts

Last month, the Pennsylvania General Assembly passed the state budget after a 4-month impasse. The biggest news for small businesses is that lawmakers voted to remove Pennsylvania from the Regional Greenhouse Gas Initiative (RGGI), a move that will benefit the small business community. With the budget behind legislators until next year, they are now considering legislation on a wide range of issues. NFIB recently voiced concerns about House Bill 274, legislation that would increase unemployment compensation rates in a bill aimed to help victims of domestic violence. “It’s a shame that Pennsylvania legislators are using domestic violence legislation as their vehicle to increase unemployment compensation rates on small businesses,” said State Director Greg Moreland. TAKE ACTION: The Pennsylvania General Assembly is considering a bill that would provide full unemployment benefits to those who have not lost their jobs, but who have voluntarily gone on strike. Tell your lawmakers to oppose this bad idea.
