Farmers may face higher fertilizer costs
Maryland Gov. Larry Hogan introduced his own bill to regulate chicken manure in February, after scuttling similar regulations by his predecessor when he took office.
Hogan has promised to restore the Chesapeake Bay, which environmentalists say is harmed by the phosphorus in the chicken manure used on nearby farms.
For farmers, though, additional regulations on how they fertilize their land could prove costly.
