It is a Wrap! 2025 Legislative Session Comes to an End, For Now.

The 2025 New York State Legislative Session has ended, at least for now. The Legislative session was scheduled to conclude on Thursday, June 12th, but the Senate officially adjourned in the early morning hours of Friday, June 13th, while the Assembly extended its session through Tuesday, June 17th. The Legislature has tentatively discussed returning this fall for a special session to fill any budget holes due to a decrease in funds from the federal government.

The Legislature passed 856 bills, 635 of which were passed in the final two weeks of the session. Throughout the 2025 session, NFIB weighed in on and tracked hundreds of bills during the legislative process. NFIB successfully defeated several pieces of unfavorable legislation, including a 600% increase in short-term disability benefit premiums, strict worksite temperature control requirements, new and burdensome labor mandates, and expanded private rights of action to sue small business owners.

Unfortunately, despite continuous efforts from NFIB and the larger business community through the last day of session, several bills that will negatively affect small businesses passed both the state senate and assembly, including codifying New York’s LLC transparency bill to require small businesses organized as LLCs to disclose beneficial owners to the department of state and requiring property owners to pay for gas hook-ups, even if it is within 100 feet of an existing gas line.

NFIB will now shift its focus to communicating with the Governor’s office to veto, sign, or amend several pieces of legislation. As we prepare for the 2026 legislative session, NFIB will continue to defend against damaging labor-related policies, and prevent increased taxes, higher energy prices, and overly burdensome and costly labor mandates on Main Street.
