Date: September 16, 2020

Governor's office looking for input

You will find a link to a survey on implementing a Paid Family and Medical Leave Insurance Program in the Commonwealth HERE. We have been asked to share this survey with our members so that the Governor’s office can receive input from a wide variety of businesses on this issue. Please take a few minutes to fill out this survey and let the administration know how this will impact your business. The deadline for completing the survey is 12 pm THIS Friday, September 18th.

Here is a summary providing background on this issue:

House Bill 825 and Senate Bill 770 were introduced in the 2020 session which resulted in the creation of a work group hosted by the Governor’s administration on how to implement a Paid Family and Medical Leave Insurance program in Virginia. This program would create a fund from additional payroll taxes by both employees and employers to pay for the leave benefits. They would be available to employees for their medical condition, to care for a family member, or parental leave.

NFIB Virginia opposed this legislation during the 2020 Session for the following reasons:

  • Requires employers to implement a new payroll tax for both employees and employers to pay
  • Offers no financial help to an employer when hiring a replacement assuming they can even find a qualified temporary employee
  • Creates a financial and record-keeping burden for employers
