Background: The proposal (H.585) is a serious effort at reforming Vermont’s broken health insurance market and making premiums more affordable for working families and small businesses.

This bill restores important coverage options for Vermonters, including allowing small businesses to band together for lower premiums through Association Health Plans and allowing the option to buy lower-cost short-term health plans.

It also lowers premiums for individuals and families who buy coverage on their own through a market stabilization program called reinsurance.
