42 Montana Legislators Score Perfect Small-Business-Voting Records

NFIB issues biennial report card revealing the true friends of Main Street enterprises

HELENA, Mont., Sept. 29, 2025—The state’s largest and leading small business association today released its biennial Voting Record on Montana’s state legislators, measuring their support or opposition on eight bills of importance to Main Street, mom-and-pop enterprises.
“Every elected official claims to be a friend of small business, but we take no one’s word for that and instead measure them by their votes on bills directly affecting the ability of Main Street entrepreneurs to own, operate, and grow their enterprises,” said Ronda Wiggers, state director for the National Federation of Independent Business (NFIB) in Montana.
The 2025 Voting Record graded senators and representatives on votes they cast this year on eight bills ranging from income taxes to nuisance laws to even Styrofoam cups. A brief description of each bill and every lawmaker’s vote on it are contained in the Voting Record.
Gov. Greg Gianforte signed six of the eight bills NFIB supported, vetoed one NFIB opposed, and one measure was tabled in the House. Forty-two (16 in the Senate, 26 in the House) out of 150 lawmakers tallied perfect, 100% pro-small-voting records. Another 38 legislators (14 in the Senate, 24 in the House) had 88% pro-small-business voting records.
“It’s a long time from now to Election Day next year and then to the 2027 legislative session,” added Wiggers, “This voting record will serve as a tether to the truth any claim a legislator wants to make about his or her support for small business.”
