2024 Maryland Small Business Legislative Recap

Small business updates & what to expect next session

Maryland’s General Assembly met earlier this year and convened in early April 2024. Elected officials in Annapolis largely focused on expensive and burdensome legislation that will make it harder for small businesses to grow. Most damaging, the largest tax increase in the history of the state was proposed and will likely re-emerge in the 2025 legislative session. However, Maryland’s small businesses did see some wins, including:

• NFIB strongly advocated for Unemployment Insurance Trust Fund relief.
• NFIB led the fight to kill the largest tax increase in the state’s history – the expansion of the sales tax to professional services.
• NFIB successfully amended Maryland’s paid family and medical leave insurance legislation to help small businesses comply.
• NFIB successfully fought off attempts to index the state’s minimum wage to the Consumer Price Index.

The Maryland General Assembly 2025 session will begin on Wednesday, January 8, 2025. NFIB Maryland State Director Mike O’Halloran will be in Annapolis to closely track any legislation that pertains to small businesses. NFIB’s main priority next session will be to prevent tax increases on Maryland’s Main Street. Stay tuned!
