Rhode Island Legislative Update

February 13, 2026

Despite being at the bottom of national business competitiveness rankings, some Rhode Island lawmakers want to test the limits on the phrase “how low can you go?"

Some of the bills NFIB has provided testimony on over the past few weeks:

Opposed a bill mandating all stores that sell liquid beverages would be prohibited from selling those products if the sugar content in 2029 was not half of the 2026 levels. This law would essentially prevent any store, restaurant, bar, vending machine from carrying a beverage unless it met these rigid standards. All liquid beverages would include soda, juice, milk, beer, whiskey, frozen lemonade, even baby formula.

Opposed legislation demanding business of 500 or more workers implement a 32-hour workweek. If an employee works more than 32 hours, they will receive premium pay. While this high worker threshold would not impact many NFIB members, it could easily be ratcheted down over time. Additionally, it could make it difficult for smaller businesses to find and hire workers if prospective employees face dueling workweek schedules.

Opposed a so-called workplace psychological bullying bill that will expose employers to frivolous lawsuits. The bill expands the reasons why a worker can sue their employer by offering a lengthy list of what constitutes psychological bullying.

Opposed a bill that prohibits a business from passing the cost of credit card swipe fees to consumers. Currently Massachusetts and Connecticut do not allow a business to charge a convenience fee for credit card use, making the business solely responsible for the rising cost of bank swipe fees. The only recourse for a business is to offer a discount for those who use cash instead.

Supported a bill that prohibits cities and towns from enacting bans on gas powered lawn equipment. Many local ordinances are trying to prevent the use of gas-powered lawn equipment, instead mandating the use of electric only. NFIB provided testimony in favor of the bill to prevent municipalities from limiting choice on what type of lawn equipment you use.
