NFIB Encourages Ohio House to Concur on PBM Transparency Bill

March 4, 2026

House Bill 229 was passed today in the Ohio Senate

NFIB, Ohio’s leading small business advocacy organization, commends the Ohio Senate for passing Substitute House Bill 229 and urges the House to concur on the legislation. The legislation establishes a stand-alone licensing process and new requirements for pharmacy benefit managers (PBMs).

“House Bill 229 provides much-needed transparency changes to pharmacy benefit managers that will benefit Ohio’s small employers,” said Jared Weiser, NFIB Ohio State Director. “PBMs play a crucial role in the availability and pricing of prescription drugs, and small businesses welcome changes to make the process more transparent. House Bill 229 aims to lessen unnecessary costs on consumers and will help level the playing field for small businesses.”

According to the Federal Trade Commission, the top three PBMs control 80% of the market, leading to less competition and higher prices for Ohio’s small employers. NFIB has steadily advocated for affordable, flexible, and predictable healthcare that works for small businesses.
