New York’s Leaders Fail to Reach State Budget Agreement by April 1 Deadline

Governor Kathy Hochul, Senate Majority Leader Andrea Stewart-Cousins, and Speaker Carl Heastie have yet to reach a final agreement on New York’s 2023-2024 state budget. The state budget was due April 1st, but with disagreements over major policy items, including bail reform and housing, lawmakers had to pass a budget extender to keep state government running. The one-week budget extender will allow New York’s leaders to continue to negotiate through April 10th. The Governor, Senate, and Assembly remain at a standstill with major policy items and overall spending still to be determined. NFIB has several key priorities in the state budget including defeating a minimum wage increase, allocating state aid to New York’s Unemployment Insurance (UI) trust fund and outstanding $8.1 billion UI debt, removing all-electric buildings from the budget, ending COVID paid sick leave, and defeating the MTA payroll tax. As leaders continue to negotiate a final spending package, NFIB will continue to lobby lawmakers on all of these issues and more to ensure the final budget agreement does not add to the cost of doing business in New York.
