New York’s Leaders Continue to Negotiate a State Budget

New York’s leaders continue to negotiate a final agreement on New York’s 2023-2024 state budget. The state budget was due April 1st, but with disagreements over major policy items, including public safety and housing, lawmakers have passed a third budget extender that ensures state governmental operations continues through April 20th. Governor Kathy Hochul, Senate Majority Leader Andrea Stewart-Cousins, and Speaker Carl Heastie have reached a tentative agreement on public safety measures but continue to negotiate several housing proposals. There is also a laundry list of other controversial issues that leaders will need to reach an agreement on, including expanding the cap on charter schools, a cap and invest program, tenant protections, and MTA funding. NFIB has several key priorities in the state budget including defeating a minimum wage increase, allocating state aid to New York’s Unemployment Insurance (UI) trust fund and outstanding $8.1 billion UI debt, removing all-electric buildings from the budget, ending COVID paid sick leave, and defeating the MTA payroll tax. As leaders negotiate a final spending package, NFIB will continue to lobby lawmakers on all of these issues and more to ensure the final budget agreement does not add to the cost of doing business in New York.
