Missouri Legislature Reforms Initiative Petitions

Missouri voters will have the opportunity to change the initiative petition process on the statewide ballot next year.

The Missouri Legislature was called into a special session in September 2025, where among other issues, lawmakers also reformed the state’s initiative petition process.

Missouri is one of 24 states that allows citizen initiative petitions, which are often funded by out-of-state special interests and without broad consensus from voters.

“It is way too easy to change the constitution,” NFIB State Director Brad Jones said. ‘It has been amended over 100 times. There should be a higher bar for amending our Missouri Constitution.”

“When groups outside of the state can swoop in with millions of dollars and change our laws, that is a big problem,” Jones added.

The reform before Missourians next year would require constitutional amendments put on the ballot by voters to attain both 1) a simple majority statewide and 2) a majority in all eight congressional districts in order to pass.

NFIB will continue working with lawmakers in Jefferson City to make it easier to own and operate small businesses in Missouri.
