Indiana: Small Business to Lawmakers: Vote YES on HB 1004

Hoosiers spend 32.4 percent more of their family budgets on hospitals than does the average American. That’s because Indiana has the 7th highest hospital costs in the country. These costs are driving up health insurance premiums making it impossible for many small business owners to offer coverage to their employees. <> As lawmakers work to wrap up the legislative session, there is a major opportunity to lower the astronomical cost of health care in our state by increasing transparency, accountability, and competition. Time is running out. We need you to ask your state lawmakers to pass HB 1004. HB 1004 will help lower health care costs in three key ways:
  • Provides a tax credit incentive to small businesses that offer an Individual Coverage Health Reimbursement Arrangement (ICHRA) to their employees. ICHRAs will create more competition among insurance providers.
  • Requires hospitals to bill patients for the care they receive at the accurate site/location the service was provided. Increasing hospital accountability for honest billing practices will have an immediate impact on lowering health care costs.
  • Requires certain claims data to be provided to employers upon request. Increasing transparency of health care costs will enable employers to make more informed decision about offering and selecting the most affordable plans for their employees.
Health insurance is an expected and important benefit for many employees and small businesses compete for talent in filling job openings and retaining employees with competitive compensation packages. We must address cost drivers that are hiking up rates so that small business owners can afford health care coverage for their workers, which would also help them with hiring and retention problems.
