Governor Evers Hurts Wisconsin Small Businesses with Veto Pen

December 5, 2025

Veto of key legislation supported by NFIB will hurt Wisconsin small businesses

The National Federation of Independent Business (NFIB), Wisconsin’s leading small business advocacy organization, expressed deep disappointment in Governor Evers’ veto actions on key pieces of legislation.

NFIB State Director Luke Bacher issued the following statements on each of the vetoed bills:

AB 165 – Prohibiting Guaranteed Income Programs

“Wisconsin’s small businesses face many challenges, including high taxes and a workforce shortage. This bill would prevent tax dollars from being given away with few requirements to individuals, known as Universal Basic Income Programs. These programs discourage the search for work, which is harmful to our local economies. Small businesses can’t afford to pay high taxes, just for them to be given away.”

AB 366 – Emotional Support Animals

“This legislation strikes a good balance between preserving the rights of true service animals under the ADA and preventing the misuse of the service animal designation. Many emotional support animals are being used as a loophole by those who just want to bring their pet into a business. Bringing a pet into a place where they are normally not allowed can cause problems for the pet’s owner, the business owner, and undue stress on the animal.”

AB 450 – Building Code

“Establishing a grace period for Wisconsin’s construction industry is essential to ensure a smooth transition to updated building codes. By allowing time for adaptation, Wisconsin can continue to grow and innovate without unnecessary setbacks.”
