NFIB outlines several pro-small business policies in health care proposal to Congress
What it means: NFIB sent a proposal to Congress, urging lawmakers to pass several policies that would have an immediate impact to increase affordable and accessible health care for our nation’s small businesses.

Rising health care costs make it challenging for small business owners to provide health care benefits to their employees. With the cost of health care consistently ranked as one of the top issues for business owners, it is imperative that Congress make meaningful changes to address exploding costs.
NFIB sent a legislative health plan to Congress outlining 10 solutions that will fix the costly, burdensome, and often inaccessible health care system for small businesses. Highlights of NFIB’s health plan include:
- Give small businesses access to use health reimbursement arrangements, known as CHOICE arrangements, to allow individuals to customize their plans.
- Allow small businesses to pool resources and leverage purchasing power through Association Health Plans (AHPs).
- Expand Health Savings Account (HSA) access.
- Increase hospital pricing transparency so patients know the cost of care before insurance is charged.
NFIB’s proposal is designed to facilitate access and increase options for small business owners. Congress must take action to remove regulations and barriers preventing access to affordable health care options.
