Pennsylvania Legislative Update

Statewide COVID-19 Response Study The House approved a resolution directing the joint state government commission to focus on evaluating Pennsylvania’s preparedness and response to the pandemic in the areas of emergency services and first responders, public health infrastructure, health care systems, schools, and government agencies. When looking at government agencies, the commission will specifically look at business closures and the waiver process. A report with their findings along with recommendations for improvements to Pennsylvania’s response to major emergencies will be issued in 2026. NFIB worked with the resolution’s sponsor to ensure a small business representative will serve on the commission.   NFIB opposes worker misclassification legislation Senate Bill 577 (Kane) which is currently before the Senate Labor and Industry would place an enormous burden on the backs of small business owners that use independent contractors. This legislation would amend the independent contractor law in Pennsylvania, which is already confusing for small business owners, with increased burdens and penalties. NFIB will continue to push back against this and other burdensome legislation. At a time when employers still cannot find skilled workers to fill their vacancies, amendments to the independent contractor law are not the answer.
