Virginia NFIB member Joshua Phelps speaks before the U.S. House Committee about his experience implementing employee wellness programs
What it means: Company-sponsored health care covers over 160 million Americans. Virginia NFIB member and small business owner Joshua Phelps testified before the U.S. House Committee on Ways & Means at a Health Subcommittee hearing titled, “Harnessing the Power of Digital Data” where he shared his experience implementing employer-sponsored wellness programs and the improvements that can be made to build a healthier workforce.
Small business take: “Health coverage is not the same as health care, and neither is it the same as health. The people we employ, with whom we likely spend more time each week than our own families, deserve to be healthy and enjoy life fully. Employers can and should be playing a larger role in promoting healthy teams,” NFIB member Joshua Phelps said.

Company-sponsored health care is the largest source of health care coverage in the United States, covering over 160 million Americans. However, health care coverage is just a part of the picture. Virginia NFIB member and small business owner Joshua Phelps testified before the U.S. House Committee on Ways & Means Health Subcommittee about his experience implementing employer-sponsored wellness programs and the improvements that can be made to build a healthier workforce.
“We’re not looking for mandates—we’d like some new tools… Ultimately, empowering employers and employees to focus on health and not just health coverage, is what really is going to make a difference in our national health picture,” explained Joshua.
Better health care options provide small businesses with a happier and healthier workforce and make them more competitive in the job market. If employers are given better access to valuable real-time data and innovative models like direct primary care, the health care benefits provided to employees can exponentially improve the quality of life for small businesses nationwide.
Federal policies to improve flexibility, transparency, and innovative health data are a benefit to all and will revolutionize health and wellness for America’s small businesses. Read Joshua’s full testimony and watch his opening statement.
