NFIB Testifies in Support of Legislation Intended to Strengthen Workforce

NFIB testified at House Commerce Committee on House Bill 541 & Senate Bill 676

NFIB Florida Legislative Director Tim Nungesser testified on April 7, 2025 before the Florida House Commerce Committee in support of House Bill 541 and Senate Bill 676, legislation that would allow employers to opt out of the state-mandated minimum wage for specified employees.

“Every month, our small business members report that hiring is one of the biggest challenges they face, and it hasn’t gotten much easier,” said Nungesser. “House Bill 541 and Senate Bill 676 give small business owners the opportunity to hire less experienced workers at a wage that allows employers to train and develop employees. This voluntary program is a reasonable option for Florida’s small businesses and employees to build up our workforce and strengthen the economy.”

According to NFIB’s latest jobs report, 40% (seasonally adjusted) of small business owners reported job openings they could not fill in March.
