Florida’s Small Businesses Issue 2025 Legislative Agenda

NFIB highlights important issues for the Legislature

The National Federation of Independent Business (NFIB), Florida’s leading small business advocacy organization, released its 2025 Legislative Agenda for the Florida Legislature this session.

“Florida’s small business community is resilient, and owners are working tirelessly to recover from ongoing economic challenges,” said Bill Herrle, NFIB Florida Executive Director. “This legislative session, lawmakers should avoid any legislation that threatens that economic recovery and focus on pro-growth legislation to ensure Florida remains a top state to own a small business. Our members have identified the top issues they are focused on this session, and NFIB looks forward to working with members of the Legislature to strengthen the small business economy.”

Small business priorities for the 2025 session include:

Eliminating the Business Rent Tax
NFIB successfully lobbied to reduce the rate to 2% and supports fully eliminating the Business Rent Tax.

Reducing the Tangible Personal Property Tax
NFIB supports increasing the Tangible Personal Property Tax to $50,000 and tying it to inflation.

Defending Historic Tort Reform of 2023 Session
NFIB opposes any legislation that threatens the landmark lawsuit abuse reform of 2023 and will work to defend it.

Verification of Reemployment Eligibility for Benefits
NFIB supports ensuring that only fully eligible job seekers get the reemployment benefits that employers pay for.

Allowing Businesses to opt-into an Alternative to Workers’ Compensation Coverage
NFIB supports efforts to reduce costs for small businesses by allowing them to opt-into alternatives to the Workers’ Compensation system.

Prohibiting Public Sector Unions for Using Tax Dollars to Conduct Union Business On-The-Clock
NFIB supports provisions that would prohibit taxpayer funds from being used to conduct union business.
