Colorado General Assembly Sends Regulatory Relief to Governor’s Desk

Colorado small business community applauds passage of SB 137, which improves how state agencies review their existing regulations

DENVER (April 28, 2026) – The National Federation of Independent Business (NFIB), the state’s leading small business advocacy organization, applauded the House for swiftly passing SB 137, which improves how state agencies review their existing regulations.

“Navigating the regulatory environment here in our state has become a serious challenge for Main Street,” NFIB State Director Michael Smith said. “SB 137 is a commonsense reform to ensure greater transparency and accountability within state agencies, easing the regulatory burden on small business owners. We thank lawmakers in both chambers for their support of SB 137 and urge Governor Polis to swiftly sign it into law.”

SB 137 requires state agencies to review all their rules at least every five years. Additionally, the bill requires state agencies to consider these determinations:

  • Whether the department has rules with the same or similar purpose, intent, or goal and, if so, how those are coordinated and whether redundant rules can be eliminated;
  • Whether the rule is outdated or obsolete;
  • Whether funding levels to support the program or function subject to the rule are appropriate;
  • Whether there are opportunities to improve the effectiveness of the rule in meeting its purpose, intent, or goal; and
  • Whether the rule creates administrative burdens on the agency, consumers, or businesses without a corresponding public benefit.
