86 Texas Legislators Earned 100% Voting Records on Small Business Issues

NFIB’s 2025 Voting Record includes seven key votes on issues ranging from tax, regulatory, and tort reform, to addressing the rising cost of health insurance.

AUSTIN (Oct. 17, 2023)The National Federation of Independent Business, the state’s leading small business advocacy organization, announced today that 86 Texas lawmakers, including 19 members of the Senate and 67 members of the House of Representatives, earned 100 percent NFIB voting records during the 89th Regular Legislative Session.

In a statement, NFIB State Director Jeff Burdett commended the 86 lawmakers for standing up for Main Street businesses on a host of issues, including cutting the business personal property tax (also known as the inventory tax), regulatory reform, mitigating the risk of lawsuit abuse, and addressing the rising cost of health insurance.

“When small business owners speak, Texas lawmakers listen. During the 89th session, lawmakers passed much-needed inventory tax relief in Prop 9, cut regulatory red tape, addressed the rising cost of health insurance, and took on lawsuit reform. These are real results for our members, who played a pivotal role in our success.

“On behalf of small business owners in Texas, I want to thank the 86 lawmakers who earned 100% this session by standing up consistently for Main Street. While more work remains to be done, the Texas Legislature has strong pro-small business lawmakers who are committed to making it easier to do business here in the Lone Star State.”

The NFIB Voting Record does not reflect every element considered by a legislator when voting or represent a complete profile of the lawmaker. NFIB’s 2025 Voting Record included seven key votes on tax, regulatory, and tort reform, as well as efforts to address the rising cost of health insurance.
