Victories from the 2023 Hawaii State Legislative Session

The 2023 Hawaii State Legislative Session commenced on January 19 and concluded, sine die, May 4. NFIB State Director Michael Iosua and the team at MK Advocacy managed to stop or forestall many bills that would have increased regulations and mandates on Hawaii small businesses. Gov. Josh Green has until July 11 deadline to sign or veto legislation. Bills Defeated This Session
  • Minimum Wage – House Bill 111/Senate Bill 230 would authorize each county to establish a higher minimum wage than the state minimum wage.
  • Mandatory Rest Breaks – HB 207 would require employers with five or more employees to provide rest breaks under certain conditions.
  • Paid Sick Leave and Family Leave – There were several bills in this session that would have mandated employers to provide a minimum amount of paid sick leave and/or family leave that were not passed this session.
  • Mandatory Pay Disclosure – HB 745 would have required employers to disclose wage ranges to employees and prospective employees.
  • Work Scheduling Notice – SB 42 would require employers to provide employees with written notice of the employee’s shift schedule at least ten calendar days before the employee is scheduled to work, and require certain employers to pay their employees twice as much as their regular rate of pay for time worked when their shift schedule was not timely given.
