State Lawmakers Leave Albany for Now; Assembly Likely to Return to Address Unfinished Business

New York’s 2023 legislative session was scheduled to wrap-up for the year on Thursday, June 8th; however, due to the month-late budget, the Senate adjourned in the early hours of Saturday, June 10th, while the Assembly seemed to complete their work later in the afternoon. To the surprise of many, Assembly leadership quickly began a discussion about a return to Albany in the “near future” to address unfinished business. The Assembly feels compelled to return to address several issues, including to finalize a deal with the Seneca Nation over a new casino compact. Prior to leaving Albany, the Senate passed 1,648 bills, while the Assembly has only passed 964. The Assembly will not vote on all the remaining 684 bills when they return; however, it’s unclear how long they will remain in town and what bills make it to the floor for a vote. NFIB is monitoring the Assembly’s plans and will engage on any bills of concern to small businesses. Overall, the 2023 legislative session was a missed opportunity to address the most pressing challenges facing small businesses across the state. New York’s leaders continue to ignore the state’s $8 billion Unemployment Insurance debt that has led to outrageous taxes and fees and has not ended the outdated and unnecessary Covid sick leave law. NFIB will provide a complete end of session wrap-up once the Assembly finally adjourns for the year.
