State Budget Update: PA Budget Impasse Continues With No End in Sight

In late June, the House and Senate passed a $45.5 billion spending plan, but it remains unable to get to the Governor’s desk until signed in the Senate. The “budget bill” must be signed during a session day, and currently neither chamber is scheduled to return to Harrisburg until September. Budget negotiations reached an impasse over the inclusion of $100 million for private school vouchers, referred to as “lifeline scholarships” for students in failing Pennsylvania public schools. Governor Shapiro originally agreed with Senate GOP leadership on the use of $100 million for the voucher program, but after receiving pushback by Democratic Leadership in the House he has since indicated that he will line-item veto the proposal once it gets to his desk. The other bills that make up the “budget” are still being negotiated. These bills include the fiscal code, school code, tax code, general appropriations, and others. What will be in these final budget bills remains to be seen, but rest assured, NFIB will continue to advocate for our budget priorities and against policies that would negatively impact small business.
