North Dakota: Week One Legislative Session Recap

The North Dakota Legislature wrapped up their first full week of session today. There are currently 629 bills that have been introduced with hundreds more expected in the coming weeks. Members of the House of Representatives have until January 18th to introduce legislation while the deadline in the Senate is January 23.   Three bills of particular interest to NFIB had hearings this week.   HB 1146 – would add fertility health benefits to the health insurance plan for state employees. Impacts of this coverage would be studied and after two years the legislature could introduce a bill to mandate coverage for all health plans issued in the state.   HB 1158 – creates one flat tax rate of 1.5% for North Dakota personal income taxes. It also eliminated income taxes for individuals making less than $44,725 for individuals and $74,750 for married couples.   SB 2140 – mandates coverage for diabetes drugs and supplies in both the state health insurance plan and private plans in the state.   SB 2066 – provides property tax relief by increasing state funding for school districts and decreasing the local contribution.
