North Dakota Legislative Update: Week of of January 23

Friday, January 27th marked day 17 of the North Dakota legislative session. All bills containing an appropriation are required to be moved out of policy committees and re-referred to the appropriations committees by Monday, February 6th.   Pay LESS Taxes! TAKE ACTION and Support the Flat Tax NOW! HB 1158 – This bill creates one flat tax rate of 1.5% for North Dakota personal income taxes. It also eliminated income taxes for individuals making less than $44,725 for individuals and $74,750 for married couples. This bill has had its committee hearing and is awaiting action in the committee. Be the voice of small business and make your voice heard with your elected officials in the North Dakota legislature. YOUR VOICES HELP!   Of note this week: SB 2217 – This bill prohibits credit card interchange fees on the sales tax portion of a transaction. This bill was heard in committee this week and passed the Senate 26 – 21 on Thursday. NFIB testified in support of this bill. It will now head to the House for a hearing after crossover.   Bills being heard next week: HB 1460 – This bill would create a paid family medical leave program. Employees could voluntarily participate and employers would be required to provide leave to participating employees. This bill will be heard in committee on Monday, 1/30 at 9:00 a.m. in the House Industry Business and Labor Committee. NFIB will be testifying against this bill. HB 1507 – This bill would increase the minimum wage to $9/hr and increase it by .25 cents per year after that. This bill will be heard in committee on Monday, 1/30 at 9:00 a.m. in the House Industry Business and Labor Committee. NFIB will be testifying against this bill. HB 1527 – This bill would require employers in North Dakota to verify employment eligibility of new hires through the federal E-Verify system. This bill will be heard on Thursday, 2/2 at 10:00 a.m. in the House Industry Business and Labor Committee. SB 2346 – This bill also provides property tax relief by increasing state funding for school districts and decreasing the local contribution. It will be heard in front of the Senate Finance and Tax Committee on Tuesday, 1/31 at 10:00 a.m. NFIB will be testifying in favor of this bill.     Other Tax Bills: Several tax reduction bills have been introduced this session. Below is a rundown of the major tax bills. HB 1118 – This bill provides a non-refundable tax credit of $750 for single filers and $1,500 for married filers filing jointly. This bill has had its committee hearing and is awaiting action in the committee. HB 1425 – Reduces income tax rates if General Fund revenues run more than 10% ahead of projections. This bill has had its committee hearing and is awaiting action in the committee. SB 2066 – This bill provides property tax relief by increasing state funding for school districts and decreasing the local contribution. It is estimated to reduce property taxes by approximately 25%. This bill has had its committee hearing and is awaiting action in the committee. SB 2346 – This bill also provides property tax relief by increasing state funding for school districts and decreasing the local contribution. It will be heard in front of the Senate Finance and Tax Committee on Tuesday, 1/31 at 10:00 a.m.
