NFIB Applauds Committee Vote on Bill Curbing Unfair Credit Card Practices

NFIB Applauds Committee Vote on Bill Curbing Unfair Credit Card Practices

April 8, 2025

The measure passed the committee by a vote of 10-0

NFIB State Director Jeff Burdett today applauded the Senate Business and Commerce Committee for passing Senate Bill 2056, a measure aimed at curbing unfair credit card transaction practices that disproportionately impact small businesses. The measure passed the committee by a vote of 10-0

NFIB Texas Leadership Council member Tim Green testified before the committee in strong support of the legislation, explaining to lawmakers how swipe fees and nontransparent billing practices hurt small businesses that operate on thin margins.

Burdett said, “Main Street deserves transparency and fairness when it comes to credit card fees. SB 2056 bill takes much-needed steps to level the playing field and protect the entrepreneurs who power our local economies.”

The measure would prohibit credit card issuers and payment card networks from price-fixing swipe fees and charging fees for disputed transactions without due process. The bill also requires clear disclosures of fees to both cardholders and merchants, empowering small-business owners with the information they need to make sound financial decisions.

NFIB is now urging the full Senate to swiftly pass SB 2056 and send it to the House, where similar efforts have gained bipartisan interest.
