New Registry Requirements for Contractors and Subcontractors Engaged in Public Work and Covered Private Projects to begin December 30th

Beginning on December 30th, 2024, all contractors and subcontractors who submit bids or perform construction work on public work projects or private projects covered by Article 8 of New York’s Labor Law are required to register with the New York State Department of Labor (NYSDOL). This includes publicly funded projects, renewable energy systems projects, roadway excavations, climate risk-related and energy transition projects.

To register, contractors and subcontractors must apply online through NYSDOL’s Contractor Registry portal via NYSDOL’s Management System for Protecting Worker Rights (MPWR).

The registration fee is $200, discounted to $100 for certified minority- or women-owned businesses. After successful registration and payment of the fee, DOL will issue a certificate of registration, which will be valid for two years.

NYSDOL encourages contractors and subcontractors to register as soon as possible, as registration is not valid until a Certificate of Registration has been issued, which could take several weeks. Contractors and subcontractors who bid or begin work without registration may be subject to a civil penalty of up to $1,000 per project.
