NFIB Sends Letter of Support to Congress for CHOICE Arrangement Act
What it means: The CHOICE Arrangement Act gives small businesses more affordable health insurance options and their employees the flexibility to choose which health coverage best fits their needs. NFIB sent a letter of support to Congress to fight rising health care costs.
Expert take: “The average cost of a healthcare premium for small business owners has risen over 120% since 2000,” said Tyler Dever, NFIB Principal of Federal Government Relations. “This significant increase has forced small businesses to make difficult choices, including limiting or eliminating health benefits to their employees. This is not an outcome small business owners desire, as it can put entrepreneurs at a disadvantage when they are competing against larger companies to fill jobs.”

Health care costs for small businesses have been a major area of concern over the past four decades. Expensive group plans and limited options often force small business owners to choose between offering health care benefits to employees or investing in their business, which impacts small business owners’ ability to grow and compete for talent with larger companies.
The CHOICE Arrangement Act gives small businesses more affordable and flexible health insurance options by writing health reimbursement accounts (HRA) into the tax code and providing an exemption for small businesses to allow pre-tax funds to pay for employee health care. NFIB Principal of Federal Government Relations Tyler Dever sends a letter of support to Congress to urge lawmakers to pass this legislation and give America’s workforce freedom of choice.
NFIB’s latest Problems and Priorities survey ranks the rising cost of health insurance as the top problem for small business owners, a trend that has been consistent since 1986. The CHOICE Arrangement Act provides an affordable health care option for small businesses to combat the soaring costs of health insurance by allowing small business owners to allocate a set amount of pre-tax funds to their employees, avoiding costly group plans and allowing workers to choose a plan that fits their needs.
