Small Business Calls on Congress for Affordable Health Care Options

Small Business Calls on Congress for Affordable Health Care Options

December 1, 2025

NFIB submits testimony to the U.S. Senate urging Congress to take action on health care costs

What it means: Health care affordability remains a top concern for small business. In testimony to the U.S. Senate, NFIB outlines the actions Congress can take to alleviate costs.

Expert take: Over the past 40 years, skyrocketing health care costs have been the number one problem for small business owners. Expanding the available options and reducing regulatory burdens for small businesses will allow competition in the market to drive down premiums and out-of-pocket costs that small businesses currently pay.

Take Action: Help us reform the health care system by sharing your story.

Small businesses have dealt with soaring health care costs and limited options for decades, and Congress has yet to deal with the root of the problem. In a testimony for the record, NFIB’s Tyler Dever, Principal of Federal Government Relations, explores how the health care crisis has affected small businesses, providing members of the U.S. Senate with insight as to why this is such an important issue for small businesses.

Small business owners need affordable and flexible options to continue to grow and operate their business. Premiums for small business owners have increased more than 120% over the past two decades. NFIB outlined several solutions to alleviate skyrocketing costs.

The Custom Health Option and Individual Care Expense (CHOICE) Act allows small business owners to contribute pre-tax dollars to their employee, who can then freely shop on both the private and Affordable Care Act marketplace for health care plans that best suit their families.

Congress can reform and expand Health Savings Accounts (HSAs) to provide relief. Expanding HSA use will allow Americans to save more money for health expenses and emergencies. Enacting legislation to eliminate maximum contribution limits gives small business employees the opportunity to prepare for the future.
