WATCH: Patchwork of Regulations Creates a ‘Compliance Nightmare’ for Texas Job Creators

AUSTIN (April 26, 2023) – Following the House’s passage of the Texas Regulatory Consistency Act (HB 2127), NFIB State Director Annie Spilman spoke with KXAN’s Ryan Chandler on why small businesses need greater certainty in the regulatory landscape. CLICK HERE to watch the full interview. Excerpts are below: A patchwork of local ordinances creates a compliance nightmare for small business owners: “The compliance nightmare is just unimaginable,” Spilman said. “Anything that is regulating a small business across county lines, across this state, [needs to] comes from a one-stop shop [in the Texas Legislature], not 1,600 jurisdictions all across the state of Texas.” Workers will retain their protections under the Texas Regulatory Consistency Act: “Worker protections and worker safety is number one for a small business owner,” Spilman said. “Their employees are their family, they want to take care of them. If we’re going to do anything that is going to be any sort of worker protection, it needs to be one set of standards that is passed here so that all employers in the state have to pass it.” Under the Texas Regulatory Consistency Act, cities retain their authority to address local concerns: Claims that this bill ‘strips cities of their power’ are false. The Texas Regulatory Consistency Act retains local officials’ authority to address local concerns. CLICK HERE for more information. CLICK HERE to watch the full interview. Background: The Texas Regulatory Consistency Act would give local job creators one set of rules to follow statewide while ensuring cities and counties retain their authority to address local concerns. NFIB and local job creators testified before both the House and Senate in support of the bill, with one NFIB member saying: “We need the protection of the state, when it comes to cities telling us how to run our businesses.” READ: San Antonio Small Businesswoman Touts Benefits of Texas Regulatory Consistency Act READ: Texas Job Creator to Senate Panel: ‘Multiple Municipalities Passing Multiple Bills Have a Major Impact on How We Operate Our Small Business’
