Hearings ranged from road funding to the business personal property tax
NFIB Indiana State Director Natalie Robinson has been busy testifying at hearings in both chambers on important small business issues. Last week, Natalie submitted testimony on the following small business bills:
• HB 1461: Road Funding (Retail Delivery Fee)
NFIB testified against the provision that establishes a retail delivery fee. The introduction of a county option retail delivery fee, applied to a broad range of transactions, seems to be a veiled tax increase which will likely pass on costs to consumers and stifle small businesses trying to remain competitive. NFIB is working to have this provision removed from the bill.

• HB 1003: Healthcare Matters
NFIB supports this legislation – it will increase pricing transparency, which will help more small employers to offer health insurance as a benefit with access to more affordable options and reduce administrative burdens. TAKE ACTION: tell your state representative to support House Bill 1003 to make it easier for small businesses to offer health benefits!
• SB 443: Business Personal Property Taxes
NFIB supports this legislation – it increases the acquisition cost threshold for the business personal property tax exemption and phases down the minimum valuation percentage over a three-year period. Read NFIB’s press release here. TAKE ACTION: urge your State Senator to vote YES on Senate Bill 443.
• SB 3: Fiduciary Duty in Health Plan Administration
NFIB supports this legislation – it mandates third-party administrators, pharmacy benefit managers (PBMs), employee benefit consultants, and insurance producers acting on behalf of a plan or sponsor must legally owe “fiduciary duty” to that plan sponsor.
• SB 405: Labor Organization Membership
NFIB supports this legislation – it prohibits a governmental entity from requiring an asset owned by the governmental entity to employ, engage, or mandate membership or nonmembership in a labor organization as a condition of the business operations of the asset.
• HB 1172: Office of Entrepreneurship and Innovation
NFIB supports this legislation – it establishes the Office of Entrepreneurship and Innovation and requires the office to develop and administer programs to support the growth of small business, entrepreneurship, and innovation in Indiana.
• SB 513: State Administered Retirement Program
NFIB opposes this legislation – it creates a state-administered retirement program that automatically enrolls employees of businesses who have not offered a qualified retirement program to employees in the previous two years. TAKE ACTION: tell your State Senator that SB 513 would create yet another burdensome requirement for your small business.
