NFIB and Texas Association of Business Endorse Bills to Bring Transparency and Accountability to State Health Care Mandates
AUSTIN (Jan. 17, 2025) – The National Federation of Independent Business (NFIB), the leading voice for small businesses and the Texas Association of Business (TAB), the Texas State Chamber, today jointly announced their strong support for Senate Bill 818, filed by Sen. Paul Bettencourt, and House Bill 1906, filed by Rep. Dennis Paul. These bills would create a much-needed process to estimate how proposed legislation could impact the cost of private health coverage for employers and families—filling a critical gap in Texas’ approach to health benefit mandates.
Texas currently lags behind at least 29 other states that already utilize fiscal notes and impact statements to determine how legislative proposals will affect health coverage costs. In an era of rising health expenditures, these measures will equip lawmakers with the data needed to make informed decisions. By leveraging the Texas All-Payer Claims Database (APCD)—a comprehensive repository of claims and cost data—lawmakers can receive reliable, independent estimates of how new mandates and regulations may drive up insurance costs for job creators and families.
