NFIB and Texas Association of Business Endorse Bills to Bring Transparency and Accountability to State Health Care Mandates

AUSTIN (Jan. 17, 2025) – The National Federation of Independent Business (NFIB), the leading voice for small businesses and the Texas Association of Business (TAB), the Texas State Chamber, today jointly announced their strong support for Senate Bill 818, filed by Sen. Paul Bettencourt, and House Bill 1906, filed by Rep. Dennis Paul. These bills would create a much-needed process to estimate how proposed legislation could impact the cost of private health coverage for employers and families—filling a critical gap in Texas’ approach to health benefit mandates.

Texas currently lags behind at least 29 other states that already utilize fiscal notes and impact statements to determine how legislative proposals will affect health coverage costs. In an era of rising health expenditures, these measures will equip lawmakers with the data needed to make informed decisions. By leveraging the Texas All-Payer Claims Database (APCD)—a comprehensive repository of claims and cost data—lawmakers can receive reliable, independent estimates of how new mandates and regulations may drive up insurance costs for job creators and families.

“For nearly 40 years, small businesses have identified the cost of health insurance as the number one long-term small business problem. It is crucial we find solutions that allow small businesses to access affordable policies for their employees.” Jeff Burdett, Texas State Director for the National Federation of Independent Business (NFIB)

“Texans deserve a transparent, affordable health care system that works for everyone, from small businesses to families. By shining a light on the true cost of health benefit mandates, these bills represent a crucial step toward empowering elected officials with the information they need to make informed decisions. We applaud Senator Bettencourt and Representative Paul for their leadership in addressing the rising cost of health care and for championing solutions that will strengthen Texas’ business climate and benefit hardworking Texans statewide.” – Glenn Hamer, President & CEO of the Texas Association of Business

As health care spending is projected to rise by 9% this year, these new tools will help prevent unintended cost burdens that make it harder for businesses—large and small alike—to offer affordable coverage. By providing transparent, detailed cost analyses of proposed health regulations, Texas lawmakers can bolster the state’s economy, protect the interests of job creators, and help families maintain access to quality health benefits.

NFIB and TAB stand ready to work alongside the Texas Legislature to advance SB 818 and HB 1906. Together, these measures will bring increased accountability and transparency to the legislative process, ensuring that Texans continue to benefit from policies that promote economic vitality and affordable health care.
