Governor Outlines 75-Day Reopening Plan to Begin February 15

Gov. Steve Sisolak on February 11 unveiled Nevada’s Roadmap to Recovery, a phased-in business reopening plan to begin February 15.

Phase 2 will commence March 15 with May 1 turnover to local authorities for all decisions. The plan lists the businesses, places of worship, and community gathering venues affected and what they must comply with.

Madeline Burke, the governor’s director of community outreach and constituent affairs, said the governor’s goal is “to gradually ease restrictions so as to not create a surge of activity in our State that could lead to another spike in new cases. With vaccine allocation taking place throughout Nevada and while still abiding by the existing mitigation measures such as social distancing and wearing a face covering, we are hopeful that this phased approach will allow us to gradually and safely return to normal.”

February 15 – First Round of Capacity Limits Lifted 

  • GATHERINGS: Lifted to allow 100 people or 35% capacity, whichever is less with social distancing. Large gathering plans may be submitted to local health authorities for review and then to state agencies for potential approval. Approved large gatherings can only begin to take place starting March 1. Venues eligible for large gatherings will be capped at 20% of the total fixed seated capacity.  
  • RESTAURANTS & BARS: Indoor dining and beverage service capped at 35%. No limit on outdoor dining but must follow distancing requirements. Reservations will no longer be required, patrons per table will increase from 4 to 6 patrons. 
  • MOVING TO 35% CAPACITY: Places of worship, gyms, fitness and yoga studios, martial arts studios etc. 
  • MOVING TO 50% CAPACITY: Libraries, museums, art galleries, aquariums and zoos.  

March 15 – Second Round of Capacity Limits Lifted 

  • All businesses operating at 35% will be able to move to 50% capacity.  
  • Gatherings lifted to 250 people or 50% capacity.  
  • High-risk businesses and activities – adult entertainment, night clubs, day clubs and brothels will remain closed until at least May 1.  

May 1 – State to transition decision-making authority on mitigation management of businesses and activities to local authorities 

Counties have from now through the end of April to demonstrate a decrease in COVID trends, adequate hospital capacity in their region and evidence that they can continue performing an adequate level of testing and other response efforts in their communities.  

Between now and May 1 the COVID-19 Mitigation and Management Task Force will work with counties to develop plans to prepare for a smooth transition. The State will also continue to monitor the COVID-19 situation in each area of Nevada and provide assistance as needed to ensure continued improvement.
