GOP Gains Supermajority in SC Senate

Here’s a look at what happened in the Nov. 5 General Election

Senate

Republicans gained a supermajority in the state Senate with 34 seats, an increase of 4 seats from the last election assuming mandatory recounts do not change the results.

Democratic incumbents Sen. Mike Fanning, Sen. Gerald Malloy, Sen. Kevin Johnson, and Sen. Vernon Stephens were defeated by Republican challengers Everett Stubbs, J.D. Chaplin, Jeff Zell, and Tom Fernandez.

Overall, voters elected 13 new senators on Tuesday:

  • District 5: Jason Elliott (R)
  • District 12: Roger Nutt (R)
  • District 17: Everett Stubbs (R)
  • District 20: Ed Sutton (D)
  • District 22: Overture Walker (D)
  • District 23: Carlisle Kennedy (R)
  • District 26: Russell Ott (D)
  • District 27: Allen Blackmon (R)
  • District 29: JD Chaplin (R)
  • District 35: Jeffrey Graham (D)
  • District 36: Jeff Zell (R)
  • District 39: Tom Fernandez (R)
  • District 41: Matt Leber (R)

Senate Republicans are scheduled to meet Nov. 17-19 to discuss their legislative agenda and welcome new members.

House

Republicans maintained their supermajority in the South Carolina House with 88 seats, no net change from the last election. Democratic incumbent Rep. Joe Jefferson was defeated by GOP challenger Harriet Holman, but the GOP lost an open seat due to redistricting.

The 19 new House members are:

  • District 2: Adam Duncan (R)
  • District 3: Phillip Bowers (R)
  • District 7: Lee Gilreath (R)
  • District 9: Blake Sanders (R)
  • District 14: Luke Rankin (R)
  • District 20: Stephen Frank (R)
  • District 22: Paul Wickensimer (R)
  • District 26: David Martin (R)
  • District 28: Chris Huff (R)
  • District 32: Scott Montgomery (R)
  • District 34: Sarita Edgerton (R)
  • District 54: Jason Luck (D)
  • District 66: Jackie Terribile (R)
  • District 70: Robert Reese (D)
  • District 79: Hamilton Grant (D)
  • District 81: Charles Hartz (R)
  • District 93: Jerry Govan (D)
  • District 102: Harriet Holman (R)
  • District 116: James Teeple (R)

A special election will be held for Democratic Rep. Marvin Pendarvis’s 113th District seat. He resigned in September, too close to the election to remove his name from the ballot.

The biggest changes in the House will be with the House Labor, Commerce, and Industry (LCI) Committee, where eight of eighteen members, including the chairman and vice-chairman, will be replaced. For the business community, which often works with this committee, it will be a very different makeup compared to previous years.

The House organizational session is on Dec. 3, and if past practice is followed, a second organizing session will be held the next day.
