Pennsylvania Budget Update: No Tax Increases on Main Street

Gov. Shapiro signed the state budget this weekend after lawmakers reached a deal

On Sunday, July 12, Governor Shapiro signed into law a $50.85 billion state budget for next year after lawmakers returned to Harrisburg this weekend to finalize a deal. The budget was passed by the General Assembly earlier on Sunday afternoon. The good news for Pennsylvania small business owners: there are no tax increases or costly new mandates included in the budget.

Key highlights:

  • $5.85 billion spent – 3.7% increase, but below Gov. Shapiro’s proposal.
  • Returned funds not spent by PennDOT and the Dept. of Health.
  • Reduces FY 27-28 structural deficit.

 

The Senate passed the main spending bill 44-6, and the House approved it by a 167-35 vote. While there are no direct cost increases for Main Street, NFIB is concerned that deferred payments now will result in tax increases on small businesses in future years. Please take action and remind lawmakers how increasing costly mandates, like a minimum wage hike, only hurts small businesses.
