Official committee deadlines to hear legislation have now passed
With official committee deadlines past, the General Assembly is heading into the final stretch prior to its scheduled adjournment on May 31.
Both chambers have now moved past their official deadlines for moving bills out of committee—the Senate on March 13 and the House on March 27.
The Senate has, however, extended committee deadlines for hundreds of bills, making the deadline less meaningful, and either chamber could waive the rules or file floor amendments.
That said, some contours for what to expect between now and adjournment are taking shape. Below are a few of the bills the NFIB has been monitoring:
HB 2565 (Vella)—Would provide unemployment benefits to striking workers after two weeks of being on strike. NFIB opposes. Voted out of committee. (Read more and take action)
HB 3249 (Jiminez)—Would grant employees the right to sit and to sue their employers if inadequate seating accommodations are made. NFIB opposes. Held in committee.
HB 3762 (Gonzalez)—Would impose significant and unfeasible workplace temperature regulations on employers and grant employees and non-injured third parties the right to sue employees for alleged infractions. NFIB opposes. Voted out of committee with the commitment that it would return to committee prior to a floor vote. (Read more and take action)
HB 4263 (Tarver)—Would prevent local governments from eliminating the tip credit. NFIB supports. Voted out of committee.
HB 4844 (Hoffman)—Would require employers to pay employees for time away from work to serve on jury duty. NFIB opposes. Voted out of committee.
HB 5208 (West)—Would expand the unpaid leave mandates of the Family Bereavement Leave Act to small businesses with less than 50 employees. Would increase the number of unpaid leave days to which employees would be eligible. Would increase the number of employees eligible to take leave under the act. NFIB opposes. Voted out of committee.
HB 5195 (Walsh)—Would create a task force to examine the state’s energy market and policies in light of recent reports of declining energy adequacy in Illinois. NFIB supports. Voted out of committee.
HB 5237 (DeLuca)—Would preempt local governments from imposing taxes on businesses based on employee headcounts. NFIB supports. Voted out of committee.
HB 5367 (Hernandez)/SB 3821 (Lightford)—Would raise the state’s minimum wage to $27/hour. Would eliminate the tip credit. Would grant non-injured third parties the right to sue employers for alleged infractions. NFIB opposes. Held in committee. (Read more and take action)
HB 5503 (Gonzalez)—Would create an additional path for individuals to receive their GEDs and acquire basic job skills. NFIB supports. Voted out of committee.
SB 2762 (Morrison)—Would impose new mandates on small business health insurance plans while specifically exempting state employee health insurance plans from the same mandates due to the cost. NFIB opposes. Voted out of committee. (Read more and take action)
SB 3005 (Villanueva)—Would permit plaintiffs to recover uncapped punitive damages from employers for violations under the Illinois Human Rights Act. NFIB opposes. Held in committee.
SB 3777 (Johnson)/HB 5386 (Guzzardi)—Would apply a “disparate impact” standard to employers under the Illinois Human Rights Act. NFIB opposes. Held in committee.
SB 3967 (Johnson)—Would grant employees with specified medical conditions up to 40 additional hours of paid leave. NFIB opposes. Held in committee. (Read more and take action)
Bills held in committee could still advance if the rules are waived (not uncommon). Other legislative proposals, not yet filed, could emerge in floor amendments.
