Legislative Update: Pennsylvania

The House and Senate will return to Harrisburg on Monday, June 24th. Both chambers are expected to be in session through the end of the month to try to reach an agreement on the state budget before the June 30th deadline. However, an agreement before the constitutional deadline seems very unlikely.

In the House, the current conversation is surrounding legislation to provide tax cuts for small businesses and families which recently passed by the Senate (with bipartisan support) and is currently before the House Finance Committee. House Republicans are asking for a vote on this legislation.

Specifically, Senate Bill 269 would reduce the state Personal Income Tax (PIT) rate from 3.07% to 2.8% and eliminate the Gross Receipts Tax (GRT) on energy. NFIB is supportive of this legislation and continues to advocate for its passage.

However, NFIB must continue to be vigilant as many proposals that would have a negative impact on small businesses remain on the table. Including, but not limited to, increasing the minimum wage, increasing the personal income tax, mandated paid leave, and pay transparency.
