Small Businesses Commend House Judiciary Committee for Advancing Legal Reform Bill

January 27, 2026

NFIB testified in support of HB 1417

NFIB Indiana State Director Natalie Carroll testified today before the House Judiciary Committee in support of House Bill 1417, a bill aimed at beginning legal reform efforts and lessening frivolous lawsuits in the state.

“Indiana’s small business owners have become increasingly concerned about the uptick in frivolous lawsuits and are pleased to see the General Assembly address this issue,” said NFIB Indiana State Director Natalie Carroll. “House Bill 1417 identifies weaknesses in our system that unfairly target small businesses and property owners. We appreciate the Committee’s dedication to making Indiana’s judicial system fair and balanced and encourage lawmakers to pass HB 1417 this legislative session.”

HB 1417 passed out of the House Judiciary Committee this morning and now moves to the House floor vote. The legislation focuses on two tort reform items: 1) public nuisance – it must involve some illegal activity, and 2) qualified settlement offer – an increase in the caps of settlement offers (up to $100k).

ICYMI: Carroll published an editorial in The Hamilton County Reporter calling on lawmakers to prioritize legal reform this legislative session.
