NFIB Key Votes Legislation to Address Health Care Affordability Crisis for Small Businesses

H.R. 6703 would expand affordable health care options for small employers and their workforce
WASHINGTON, D.C. (Dec. 17, 2025) – The National Federation of Independent Business, the nation’s leading small business advocacy organization, commends lawmakers for passing H.R. 6703, the Lower Health Care Premiums for All Americans Act. The legislation would increase choices and affordable options available to small businesses and their employees. NFIB sent a letter to the U.S. House of Representatives in support of the legislation, which was considered an NFIB Key Vote for the 119th Congress.
“Small businesses are in the middle of a full-blown health care crisis that is one of the greatest threats to their ability to grow, hire, and invest back into their communities,” said NFIB President Brad Close. “Since the turn of the century, small employers have seen their premiums increase by over 120%, and a recent study shows that 98% of small business owners fear they will not be able to afford to offer health benefits to their employees within the next five years. This bill includes significant provisions that will provide more affordability and flexibility for Main Street businesses, and they strongly support H.R. 6703, the Lower Health Care Premiums for All Americans Act. We are pleased lawmakers in the House addressed these major challenges and passed this bill.”
In February, NFIB released a policy paper titled, “Addressing the Health Insurance Affordability Crisis for Small Businesses.” The findings reveal a dire prognosis for the small-group insurance market as employer-provided health coverage is becoming unsustainable for millions of small businesses and their employees.
In NFIB’s most recent Problems & Priorities survey, small businesses ranked the cost of health insurance as the number one small business problem, a position it has held since 1986.
