New Guidance Issued on Retail Sales Tax Changes

State DOR announces clarification of ESSB 5814, which took effect October 1

On October 29, the Washington State Department of Revenue announced, “New guidance and resources available for ESSB 5814,” clarifying “the retail sales tax changes that took effect Oct. 1, 2025. This additional guidance was developed based on feedback and questions from taxpayers.”

The department’s announcement follows by almost a month a previous one which NFIB informed its members of in this story, Dept. of Revenue Announces Important Changes.

In its October 29 announcement, the DOR added new FAQs (Frequently Asked Questions) on farm labor contractors and youth camps and updated outreach materials that included an “informational flyer a one-page overview of the changes and steps businesses can take to start collecting sales tax” and an “awareness video – a short video (under 2 minutes) that highlights the change and can be shared on social media or other platforms.”
