Gonzalez files New Legislation to Adopt California’s Vehicle-Emissions Standards

Rep. Edgar Gonzalez (D, 23rd District) filed new legislation to require Illinois to adopt California’s vehicle-emissions standards. The bill, HB 5824, is similar to HB 1634, which was stopped in committee earlier this year.

If adopted, HB 5824 would:

  • Require Illinois to adopt California’s vehicle emissions standards, eliminating the sale of traditional cars, trucks, and SUVs by 2035.
  • Require governmental entities (both state and local) to transition away from traditional gas- and diesel-powered vehicles—with limited exceptions.
  • Require businesses operating five or more medium and heavy-duty vehicles (“gross vehicle weight rating greater than 8500 lbs”) to submit vehicle and fuel information to the Illinois Commerce Commission.

HB 5824 additionally provides for electricity rate hikes to cover the cost of adding vehicle-charging infrastructure to baseline electrical-distribution infrastructure.

The legislation was filed as a new bill, making its path forward uncertain since several legislative deadlines have already passed.
