Pennsylvania Small Business Legislative Update

Pennsylvania Small Business Legislative Update

May 12, 2025

Learn about the latest legislation coming out of Harrisburg

Lawmakers have been busy introducing bills this session, but unfortunately, most are not friendly to the small business community. Small employers are already concerned with talks to increase the mandated minimum wage and a new statewide paid family and medical leave program – costly mandates with no small business exemptions.

Last week, NFIB opposed several anti-small business bills, including:

  • HB 265 – expands unemployment compensation benefits for service and educational institutions
  • HB 276 – concerns employee misclassification and unfairly targets small businesses
  • HB 846 – amends the Pennsylvania Prevailing Wage Act and split wages
  • HB 81 – classifies paper statement fees as an unfair or deceptive practice
  • HB 1067 – requires businesses to provide notice of gift card scams

TAKE ACTION: Let your legislators know that costly mandates hurt small businesses and urge them to reject proposals that will lead to job losses.
