A Look At Texas Small Business Victories in 2023

Legislative Wrap Up

From property tax relief and regulatory reform, Texas lawmakers delivered meaningful results for small business owners.

Although the Texas Legislature won’t be gaveling into regular session this year, it’s worth remembering the small business victories secured in 2023 and preparing for the next regular session in 2025. Direct advocacy in Austin, along with the help of our members who actively reach out and voice their concerns with lawmakers, makes a big difference!

In 2023, the Texas Legislature advanced several pieces of pro-small business legislation, including:

  • $18 Billion Property Tax Cuts which will make it easier for small business owners to raise wages, create new jobs, and invest in their communities.
  • The Texas Regulatory Consistency Act which will help small business owners better comply with regulations, rather than being burdened by the complexity of multiple jurisdictions of law over their business practices.
  • The Creation of Business Courts to handle complex litigation and give small business owners greater confidence in our legal system.
  • Market-Based Family Leave to strengthen Texas businesses’ ability to recruit talent, compete, and grow. This market-based approach is not a mandate and lets employers choose whether they want to offer it as a benefit for their employees.
