Income tax reform, unemployment insurance reform and property tax reform are NFIB's top priorities

2022 Iowa Legislative Priorities

INCOME TAX REFORM • One of the top issues for NFIB small business members continues to be Iowa’s burdensome tax code, specifically income tax rates. Despite reforms implemented recently, Iowa still has one of the highest income-tax rates in the country. • Income tax reform is the best way to get money back into the hands of a small business. It gives small businesses and their employees more of their hard-earned income and ensures continued economic growth in Iowa. With nearly $1.8 billion in surplus, strong revenue forecasts and a stable budget, NFIB is urging Iowa legislators to implement policies that will continue to lower or eliminate income tax rates in Iowa.   UNEMPLOYMENT INSURANCE REFORM • Another top priority for small business in Iowa is finding employees to fill the tens of thousands of jobs open around the state. • Policy changes like adding a one week waiting period to Iowa’s unemployment system, adjusting payments for dependents, adding stronger work search requirements, and adding an indexing system for unemployment benefits will help alleviate Iowa’s workforce issues. NFIB is urging Iowa legislators to enact policies that will update unemployment insurance systems to ensure Iowans get back to work quickly, combat fraud and guarantee Iowa’s unemployment trust fund continues to be solvent   PROPERTY TAX REFORM • Property taxes remain high in Iowa, are uncompetitive with neighboring states, and have more than doubled over the last twenty years. • Implementing policies like “truth in taxation” or “direct notice” will help keep school board members, city council members and county supervisors accountable to their constituents when they decide to increase property taxes in their communities. NFIB is urging Iowa legislators to implement policies that will help reign in the unsustainable growth of property taxes in Iowa.
