NFIB Supports Bills to Promote Transparency & Accountability to State Health Care Mandates

February 3, 2025

Bills would create a much-needed process to estimate how proposed legislation could impact the cost of private health coverage for employers and families.

For nearly 40 years, the “cost of providing health insurance” has consistently ranked as the top issue affecting our small business owners. And yet, health care spending is projected to rise by 9% this year.

Unfortunately, Texas currently lags behind at least 29 other states that already utilize fiscal notes and impact statements to determine how legislative proposals will affect health coverage costs.

That’s why NFIB is proud to support SB 818 and HB 1906, introduced by Sen. Paul Bettencourt and Rep. Dennis Paul. These bills would create a much-needed process to estimate how proposed legislation could impact the cost of private health coverage for employers and families – filing a critical gap in Texas’ approach to health benefit mandates.
